A Colombian beauty queen who was supposed to represent Valle in Miss Colombia '09 won the Miss Colombia 2010 title which took place in Cartagena on November 15, 2010. She is no other than Maria Catalina Robayo Vargas - the official representative of the country to Miss Universe 2011 in Sao Paulo, Brazil on August. She competed Miss Valle local pageant last 2009 and was chosen to represent the city (Valle) for Miss Colombia that same year after the winner, Diana Salgado, was dethroned due to her body measurements. But after Ms. Salgado sued the Miss Valle Pageant Committee, she (Salgado) regained her rights to compete in Miss Colombia, which failed Vargas to compete.

With all Ms. Vargas's determination, beauty and intelligence, she competed again in Miss Valle, won the local pageant, and finally brought the crown home. Ms. Vargas also obtained the Miss Elegance Award during the Miss Colombia 2010 pageant. She is 21 years old, stands 5 ft. 9 in. tall and she is an eight-semester Law student at Pontifical Xavierian University in Cali. She hails from Palmira, Valle del Cauca.

Born in Palmira, Valle del Cauca, Robayo is an eight-semester student of law at Pontifical Xavierian University in Cali. Prior to competing in Miss Colombia 2010, Robayo was given the chance to represent Valle in Miss Colombia 2009 when the original Miss Valle 2009, Diana Salgado, was forced to resign because "her body measures surpassed the normal requirements of the competition.

Robayo only participated in the first week of the 2009 Miss Colombia pageant, after Salgado sued Valle del Cauca Department organizing committee, and regained the right to represent Valle in Miss Colombia 2009.

A year later, Robayo competed once again as Miss Valle in her country's national pageant, Miss Colombia 2010, held in Cartagena on November 15, 2010, where she obtained the Miss Elegance award and the title of Miss Colombia, gaining the right to represent her country in Miss Universe 2011. A photographer caught the action Robayo media while sitting wrapped in orange mini dress. Shots are plastered in a newspaper it clearly tarnished the Miss Universe Foundation officials who gathered at the quarantine location, Sao Paolo, Brazil.

The "unfortunate" photo was taken a few days ago already during a Miss Universe event at a samba school in Sao Paulo, but was kept from the public eye until Wednesday.

“Colombia had to be spoken to and told she needed to wear underpants as what she was doing was totally inappropriate,” a source told Fox News. "People have been pretty upset by it; there have been photos and media appearances where she has completely had her crotch out."

President of the Miss Universe Organization (MUO), Paula Shugart, limp when she heard the news from one of his team. "There were several girls in short dresses which is was a little concerning, but when I saw the (commando) picture on the front page of one of the local papers and was very, very surprised,”

“Our supervisors talked to all of the contestants about dressing appropriately, and one of our PR people spoke to her (Robayo) and apparently she said she was wearing underwear. But regardless, it created quite a stir here for a few days.”

Before the case Robayo sticking, events Miss Universe also in the spotlight when the committee returns the bikinis from Brazil Catalina Swimwear that became one of the sponsors. Bathing suit was considered too skimpy to wear the contestants. The Miss Universe crowning will broadcast live on NBC September 12 at 9:00 p.m. ET from Credicard Hall in Sao Paulo, Brazil.
